The political system here in England is democratic. The Queen is the Head of State, but as with all democracies the govenment is elected by the people.
The Prime Minister reports to the queen each week, she has certain powers but not the power to throw out a govenment, the people are the only body that has the power to do that, and as with all democracies this is done by the vote at the election.
If the election were undecided ie if no one party had a majority the queen has the power to get the party leaders together and expect them to form a govenment together.
Thats called democracy.
