What type of human capital does congo have?

What a muddled question! One wonders what you mean by "human capital", as if there were different types. The last time I checked there was only one race of humans. However, there are two countries and a river called "Congo". It is not a region unless you have invented that term for some purpose. In that case you have to explain what you are talking about.
