First you need to know if this is a house, an apartment, or an office. Someplace there is a breaker box. A house usually has it outside where the power lines come in, or if the power lines are underground then the box might be in the garage or anyplace that somebody considered convenient. In an apartment you just need somebody to show you where the box is. In an office you let the maintenance guy take care of it.

Since you don't know any of this, you probably should call a friend or an electrician to show you how to operate a breaker box in a safe manner.
