What should l do if a service user ask me to do something that is not in their care plan?

You would have to call your boss or person who is in charge check it out thoughly before making a decision if no one is available the you have to call the next person or find someone who knows what the guidelines are .

It sounds like a social engineer. You just need to alert your boss to the issue and they will tell you what to do from there. It really depends on your companies verification process and if this person can verify the account then it would be up to the policy in place.
