What qualities should and must a good ruler have when ruling over people?

A partial explanation can be found in the words of John F. Kennedy, 35th president of the United States. “No government is better than the men who compose it,” he said. Since even the most gifted politician is imperfect, every government that humans set up is doomed to failure.
Simply stated, having ‘no government’ invites chaos. The question is therefore not ‘government or no government?’ but, rather, ‘what kind of government for the best results?’
For a ‘government by the best’ to be really the best, the elite would have to be chosen by someone with superhuman knowledge and infallibility in judging. The chosen would have to be individuals of unbreakable moral integrity, completely devoted to the immutable goals of their government. Their willingness to put the welfare of others before their own would have to be beyond doubt
Actually, God never intended for humans to rule themselves. In order to enjoy perfect government, humans need more than just government by supermen. They need theocracy, government by God.
The bible confirms that very soon all human governments will be destroyed and a righteous government will rule Daniel 2:44.
When God brought the Hebrews into the promised land He told them how to run a Utopia: no central government, not to be like the nations, laws applied only in cities according to the needs of each city. The Hebrews were prosperous, peaceful, free of crime, and invincible in war. Likewise for the people known to the Romans as Germanicus, the Dutch empire, and the American colonies. Each of them lasted about 150 years and then the people threw away their freedoms and demanded a central government to take over all their responsibilities, and they never wanted them back for any reason. In every case they eventually were conquered, or collapsed from within. It seems to be a flaw of human nature. Mankind is unable to self govern in numbers larger than a small city, and even cities don't have a great record of success.
