I can't fit everything into one quart-sized bag, so my options are a gallon-sized bag or two quart-sized bags. If I use the two quart-sized bags, I'll put them in separate bins and just hope they think that the one farther back belongs to another person.
What kind of bag should I use to get through airport security?

Forgot to say that this is for liquids. All liquids are supposed to fit into one quart-sized bag per person for carry-ons, and that won't work for me.

In reality, if travel sized items won't all fit, then you're probably packing too much. If you need alot, then just put them with checked baggage. If its something like meds, then check with TSA to see if you can get a note from the doc.
Trying to sneak extras past as part of somebody else's stuff with at the least make it where you have to trash a bag, and worse case you get arrested for trying to bypass security.
