I don't know where you live but I would suggest seeing you're Gp (local doctor) or maybe a nurse . It might be nothing but best to get it checked . Before applying any products since its a sensitive area.
I have this also, it's a flat dark circle, it's painless just looks different, I don't know what it is or if I should be concerned either. But your not on your own.
