What is the viewpoint of the government, police and society on homeless in the winter?

That depends on what government (im assuming you mean american) and even than varries to much to give a definent answer. however, generally if they cannot care for themselves the government will help them out and put them in a remediation (like job training ) program. There's also homeless shelters and food shelves, so ya, they get helped out.
