First off, the emancipation proclamation didn't really free slaves, merely set it up to where as the Union regained control, the slaves were then set as free individuals.
King was talking about the fact that though slavery was over, the minority populations were still being treated not as humans, but as a lesser life form. If you've ever seen older TV shows and movies, you'll see "whites only" alot.
King was trying to get the social norm to where people looked upon each other as human first, with skin color not ever being a factor.
