What is the meaning of Tory Corporatist?

It's a political culture similar to fascism, but not really. While fascism focuses on setting rules and having large police forces, tory corporatism is based on existing values the people share and "how its always been done." A tory corporatist, I assume, is just someone who follows that political culture , believing in tradition above all.
