This is a vernacular principle. Vernacular means "the way we talk, not the way we write." So you are just not going to find any written explanation of what that means. But when you hear people talking about closing the borders and deporting foreigners, and you realize that those so called illegal immigrants pick your crops and build your new houses, then you remember what you heard in class, and then the meaning of that statement becomes obvious.
