It's more the simplicity of the logo name that has an effect on perception. The composition has very little to do with attraction unless its a software company like apple inc. or windows. Mass software production companies use symbols as the center piece of attraction. Government logos pertain to symbolism like the American or Canadian flag.
Psychological issue pertaining to what? The effect of the shapes and color on a person's mind?
The basic difference is that government owned logos, photos, web sites and the like are financed with tax payer money and are available for use by any citizen on an unprotected basis. They are not subject to trademark, copyright of other intellectual property protections like company forms of the same property.
