The bottom group of friends are all online with green dots and the upper have either green dots, a phone icon, or nothing. There are some people on the upper group that I interact with a lot and some that I rarely never talk to. Also what does the small phone icon mean?

The small phone icon means that they are online through phone or they are using face book mobile. You can chat with them and your message will be send in their inbox but they cannot chat with you straight from their account because chat is not included in face book mobile i guess. The green dot means that they are online through their computer or laptop and they can have a chat with you and the people that has no icon either phone or green dot means they are not online either on mobile phone or computer
