What is the difference between hot water & steam water?

Steam is either water vapor or a cloud of droplets. Those are not the same state, but most people sloppily assume they are. If you mean steam under pressure, that might be yet another state. The railroads have done a lot of study about water and its different states, so it depends on exactly what you are talking about when you say "steam".
