What is the difference between formal and informal speaking?

Things spoken formally don't use abbreviations and word order and word choice are altered
e.g. In an event in which formal language is a requirement, abbreviations and colloquialisms must not be spoken, nor written.
That is a formal version of the informal
When you've gotta speak or scribble poshly you're not s'posed to use slang and stuff.
