What is the bit of an archery bow that flicks in just before the arrow is released? What does it do?

I am confused as to whether you are talking about a longbow or a form of compound bow. You want to be more specific when you ask questions that can be taken more than one way.
I would assume that you mean a bow that would be used in the olympics, or other top archery sporting events. In this case the piece that "Flicks in" before the arrow is released would be a stabilizer. It help the arrow fly better and the archer to keep steady. In other cases, a longbow even, It could be used a silencer and catch vibrations to keep the bow quiet when hunting.

It is a recurve bow as used in the Olympics. Watching it at Rio there is an approx. 10 cm thin part to the side of the shaft that moves towards the shaft about 0.5 seconds before the arrow is loosed. I believe the stabilizer is the long part which extends out from the front of the shaft. Thanks for your help.
