I've been trying for a while now to try and learn new languages, not really knowing how. Mandarin wouldn't be the first language I've been trying to learn. I've grown up around Spanish (Castilian) and I'm currently trying to learn Latin. I've heard Rosetta Stone isn't the best way to learn a language fluently, so I'm pretty sure I won't use that. People have said that the best way to learn a language is by getting a tutor, so if anyone has a good tutor please say so. If anyone knows a better way to learn Mandarin please feel free to leave any suggestions.

I think you choose Mandarin rationally. Language learning is a long way to go. If you had a tutor, it would be shorter. But most of the time you can only count on yourself.
Learn there is two way to start Mandarin learning. Learn from pinyin to characters or listen and imitate.
Follow the first way, you do need some course to guide the form and pronunciation of pinyin. Rosetta Stone is great but not free. There are some awesome websites like Duolingo and Pandarow with high quality and free. You could use their app to review pinyin and characters everywhere.
If you choose the second way, pick some Chinese movies like Infernal Affairs or To Live. Listen to them with mandarin captions and try to catch the exact meaning. Then imitate the pronunciation sentence by sentence repeatedly. This will help you Mandarin listening and speaking.
