I believe in Heaven and Hell but not God or Satan. Would I be considered atheist?

Atheism is a lack of belief in the existence of God or gods. Heavens is earth’s atmosphere also the space outside of it. “The heaven(s)” may apply to the full range of earth’s atmosphere in which dew and frost form.
Hell - A word used in the King James Version (as well as in the Catholic Douay Version and most older translations) to translate the Hebrew sheʼohlʹ and the Greek haiʹdes.
Some think of it as where the devil lives or a hot burning place for the wick dead to live in forever.
There are many titles, people like to crown on themselves and others, but the question is not what you think others should think your religion is but rather how you perceive yourself based on knowledge on what is true or false.
The Bible states: “Every house is built by someone, of course; but God built everything that exists.” (Hebrews 3:4, The Jerusalem Bible) Since any house, however simple, must have a builder, then the far more complex universe, along with the vast varieties of life on earth, must also have had a builder. And since we acknowledge the existence of humans who invented devices such as airplanes, televisions, and computers, should we not also acknowledge the existence of the One who gave humans the brain to make such things?

First of all what is heaven and hell. From man's point of view heaven is a higher place above. Hell is a,place of condemnation, but is these really true?
Historians have agreed that heaven is a place where powerful spirit creatures live, and only good people who die goes to heaven. They also agree hell is a place where those who are wicked goes to when they die. They have no proof of this.
Coming back to your question how could you believe in heaven and hell if you don't believe there is a God. For the bible tells us:
1) Psalms 19:1 tells us,"The heavens are declaring the glory of God; The skies above proclaim the work of his hands." This verse proves that God lives in the heavens . So if you believe their is a heaven,it's only logical to reason who lives in the heavens? There are many other verses that proves God, his Son Jesus Christ and the Angels lives in the heaven.
2) The definition for hell is a place of evil and suffering. No where in the bible does the bible ever thought hell is such place. In fact the bible made it,clear what hell is at Ecclesiastes 9:10 it says," Whatever your hand finds to do,do with all your might,for there is no work nor planning nor knowledge nor wisdom in the Grave,where you are going." This verse,clearly proves hell is the common grave of mankind. No devising takes place there.
So to put in a nut shell heaven is a place above that our Grand Creator lives with his other spirit creatures. If you believe there is a heaven then you should find it shooting to know that's where God lives,so I will not brand you as an atheist.
Hmm, well I wouldn't consider you an atheist. I would ask you why do you believe in heaven and hell and not God and Satan. Your question makes me wonder why you feel this way and if you have always felt this way. The belief in heaven or hell, indicates that you believe someone of a higher nature and power is doing the judging. But it sounds like you may have an issue with the higher power in question. So may I ask why don't you believe in God and Satan?
Don't worry about what your religion is or what you would be considered. What is more important is what you are. What is more important is whether you are peaceful and happy, what is more important is whether you have belief in God; God gives you faith, hope, trust. There is happiness that comes from believing in God. Unfortunately we are too bothered about what people think about us. Religion is a kindergarten to God - it teaches us the basics. We can believe in any religion but ultimately we have to go beyond religion, to spirituality, to realize that God lives in the temple of our heart. This is the ultimate goal -to realize that we are the Divine Soul.
