In eastern Europe, apparently they "take care" of the citizens. Does this mean that they provide them what they need to live? If so, what is this rule called?

It is called "welfare" in the USA. In England they call it "the dole". In the USA the government used to give away surplus groceries, Which usually meant a lot of butter and peanut butter. That was an unpopular program, so now they give away cash. It is still called "food stamps".
