Inductance is a property of a conductor whereby a change in the current flowing through it "induces" (or in other words creates) an electromotive force (voltage) in the conductor itself and in any other conductors nearby.

It is derived from Oersted's Law and Faraday's Law of Induction.

Any time a charge moves it generates a magnetic field. If there is any relative change between the field and a conductor, a current is induced in the conductor. It is not a property of the conductor, it is a property of the electric charge. A moving charged particle is an electric current.
