What is in baking soda and vinegar that makes it an alternative fire extinguisher?

Not vinegar. Baking soda by itself is a fire extinguisher. Baking soda is NaHCO3. When it is heated it turns to NaHO and CO2. The CO2 smothers the fire. NaHO is lye.
