Computer booting is when you turn on your computer.
It is when you start and load the operating system (Microsoft Windows, Linux, Mac OS, etc.)

When the central processing unit (CPU) comes on, it goes to a fixed address in memory and starts computing. There has to be a read-only-memory (ROM) at that address for that purpose. Whatever program is in that memory is called "boot", as in "lift yourself by your boot straps".
