What is a person who brings justice without being in the police force?

What I mean by this question is a person who isn't in the branch of law enforcement in any way but brings justice to those who commits crimes. And no prison wardens do not count. Like example being a civilian who acts like a police officer.

Police have nothing to do with justice. They are sworn to uphold the will of the legislature. They got the job because they wanted to tell people what to do. No connection with justice.
Go to google.com and search "jury nullification". That is as close as you will come to justice on an official level. Obviously the people in the legal system hope jurors never learn any such thing.
