What happens when a fuel tanker runs out of gas? Does it use the gas it's delivering?

?? It would be somewhat unusual for a truck to be hauling the same sort of fuel that powers it. I am fairly sure that it would not even enter the driver's thoughts to steal his client's product. He simply fills his tank before he starts the trip.
