What does this mean, We are a reflection of our community?

Every community has different people and most people act accordingly based on where they live. However, there are always those that are the exception. (Town bully, drunk, physco, prostitute, etc.) The community did not make them; they made themselves.

Most normal communities either put up with these types of people or put them away; offering safe streets and also a reflection of the community to be pure and safe.
