When a man runs out of money he has to be shy, avoiding social scenes that would require him to spend money. So when the occasion arises, he has to say "I'm shy," meaning he is short on cash. The figure is extended to include any kind of shortness, such as a person being "just shy of six feet tall", or a board being just shy of the width of a book case.
