What exactly does this mean? I assumed it referred to another verse, but that verse does not seem to say anything like that. I'm really just looking for the meaning, or what it's referring too.

Truth is, I draw eyes. I draw them all the time. Recently I realized did it as a means of comfort also. A thought occurred to me, that maybe somebody else does it too. I so googled it. This reference or whatever it is, kept coming up. After exhausting my own resources, I figured I ask around.

As I'm sure you know Genesis 16:13 is;
"She gave this name to the Lord who spoke to her: “You are the God who sees me,” for she said, “I have now seen the One who sees me."
This seems to tie in with eyes a great deal, i Googled your phrase and indeed the term crops up a great deal, prop. is proposition, "eye of my seer" according to the verse is the eyes of God watching you. (Bit creepy if you ask me!)
