what does it mean when someone (specifically my best guy friend who i kind of like and i think he likes me back) tells me that i act different than i look. i’m an outgoing, fun, and nice person who acts kind of crazy sometimes tbh haha but i asked him what he meant and she said he didn’t know how to explain it. what does he mean?

It's usually never a compliment.
It can go either way.
You can look like a girl next door but are a sexually active and/or hard drinking drug using party girl.
Or
You can look like an over made up, minimal dressing big time flirt loose moral acting girl but are a prude church going non-partier.
We expect a doctor to look like a doctor. That is why they often wear a lab smock. We expect a mechanic to look like a mechanic. So when you see a commercial for car tires where people on a truck are throwing junk on the road for a car to drive over, the people on the truck are wearing lab smocks. A guy in a lab smock is a highly trained professional, but a guy without a smock is a grease monkey.

Since it’s coming from someone who you believe likes you it could be one of those weird things people say when they share feelings for each other. Either he wasn’t sure how to place what he said or maybe he pictured you in another way because you were in his thoughts and you didn’t act that way. This doesn’t have to be a good or bad thing. People tend to say things that seem random when they having feelings for someone.
