When I went to a bigger shop's ice skating stadium, a very cute girl accedentely stopped just right where I was sitting (there was glass between us) and my arm just by itself waved at her and I smiled. She laughed really loud and skated away. Plz dont say stuff like "you are so stupid to do this" or "you are way too young to have a girlfriend" YES, I KNOW, IM STILL YOUNG and I wanna share that youngness with a girl. And if it helps Im 13.

First off gonna say, not stupid or anything similar to that. If you're 13 you're reaching an age where you do sorta notice girls and if they're cute. Puberty does change things you know.
Now to answer your question, why not? Like you said if you are seeing interest in girls then it might be an idea to test the waters a little. Personally speaking I can't help you with the aspect of what to do when dating since I don't have experience that way, but I will say this.
When I was younger I did want to date but when I was 13 I was too young I felt, when I was 16 I didn't feel confident in myself and when I was 19 I just wasn't interested. But there comes a point when you will learn that relationships at this age tend to be rather fickle and puppy love, sure there's a very small group of high school sweethearts that stay together and get married (much, much later mind you) but just don't expect that. I've seen a lot of breakups around that time and even now in my age I see relationships make and break a lot (for reference I'll say I'm in my 20's).
Don't pass up things that you'll regret but by all means at this stage you may experience a lot of come and go. If you can accept that then fine, by all means go and have fun, but keep it that way, if it's not fun then there's not much point in it.
If dating seems a bit too much then instead build up a group of female friends as well as male friends, it's nice to have a different perspective and you learn a lot from it.
