Im rubbish with guys I'm very shy and unsure of myself but this guy I like apparently (according to a mutual friend a nice guy) told me this guy fancies the pants off me why is this term used ? Why wouldn't he just say oh he fancies you! Thanks for any answers

It's just a poor choice of words, but it's meant to emphasize the sentiment. Like for example, I might say "I like pizza", but if I said "I like the hell out of some pizza" it's not to be taken literally, it's just me emphasizing my thought. That's what's happening here
