What does empirical culture mean?

It's not a term I've come across but I know what empiricism is in science. It's where you determine something purely from observation, logic and past proof as opposed to custom, habit or prejudice. I'm trying to think of a culture that follows this but the only thing I can think of is Marxism (which could be seen as a failed attempt at an empirical culture).
