Person in my story is trying to use a collapsed stop sign as a weapon. This made me come to the realization I know nothing about stop signs. What do they weigh? Are they sturdy? What effect would swinging one against a person have? Assume they're the typical stop sign you see in crossroads.

Stop signs come in lots of sizes. A standard highway sign is 31 inches wide. Signs on multi-lane roads are larger. "Collapsed" does not apply. Perhaps you mean "knocked down"? Stop signs are most commonly posted on a 4" x 4" wood post which can be broken by a car hitting it. If that is what you are thinking, then it is a lousy weapon. The sign alone, without the post, would be hard to manage.
