I'm at the part in my fire red pokemon game where I have the rainbow badge and I dont know where to get the move swim for my pokemon and I dont know where the next gym leader is. where can i find them both?

Well, the next gym leader is either Sabrina in Saffron City or Koga in Fuchsia City. You can challenge either of them at this point. You don't need surf (the move I think you were referring too) to get there. To get there you just travel down the bicycle path to the west of Celadon City where you got the Rainbow Badge.
