What do I do after the ARM Evaluation Board is done?

Lets say i but a evaluation board (MCBSTM32F200) and get a program set up and running on the chip to my liking. How do I go about putting more programs on more chips and onto a PCP that goes into my final design.

A surface mount chip i have been told is the way to go for the final PCP. Does the manufacturer of the PCP install the IC or do i once i get the PCP back?

For reference i am planing on doing a smoothie type board but am in need of a larger H-bridge for my stepper motors.
