What determines the type of biome a part of the earth fits into?

Discussing biomes is about like discussing "over here" versus "over there". In the Nile Valley you can stand with one foot on farm land and the other on desert. The only biome a koala cares about is a eucalyptus tree. But the rest of the world is not that sharply divided.
