It seems that it`s not filling up all the way
What determines the height of the water if it`s set on large ?

The height of water such as filling a pipe of vessel depends on friction losses and mainly the pressure of the supply
For example if I want water to reach 100 feet I would need 43.40
pounds to prove it I would take the hydrostatic pressure and times it by .434
100 x .434 = 43.40
