We broke up 2 years ago and she met someone else but it didn't work also and it seems to me that she misses me because of the way she looks at me , and I want to get her back what should I do ?

Just be honest with her. Tell her you miss her and what to give it another go. You broke up for a reason, so see if you can work past it. Take it slowly to begin with and take time to date her.
I would be careful with "looks", they may not necessarily mean what you think:
1 - She may want affection. After being with the other guy she may see how good you were by comparison and miss you.
2 - She may just want attention. She doesn't want the whole "boyfriend/girlfriend" thing with you. But as you were close before, she feels you are a familiar source to turn to in crisis. You're her good friend
3 - She's not into you. You're what's known as "projecting". You care for her, and want her to feel the same way. You've turned your "want" or "hope" into reality. The amount of longing you see from her, in reality is just how much you want her to want you.
Either way you'll never know unless you sit down and talk to her.
