What are the special qualities of publicity writing?

Qualities? What do you mean qualities? I think that the "special qualities" part makes no sense to me, but OK, here it goes:

I think that the qualities of publicity writing is what like, authors use to describe conflicts and events in a story. (Am I on the right track? Because I seriously think I'm not).
