it's usually because the bully is mad about something else he/she has no control of, so he/she takes it out on other people. sometimes bullying someone is a more aggressive way of crying out for help.
And sometimes it's just because that bully is a mean person. but it's usually the first reason, especially if it's a teen bully.
There is a type of organized bullying called gangstalking in which the police and firemen and many others do the bullying of certain people for some unknown reason and continue to bully them their entire lives and the members of their whole family.
