What are the pros and cons of a C- minimum grading system?

People forget that the grade applies to the school more than to the student. After all, the school is paid to perform a contract. A grade below C is an admission that the school failed to perform. Administrators know very well that they do not have to do their jobs well, or even to do any specific jobs at all. They only need the public to THINK they do something.
