... I know about age restrictions, but is there actual legislation saying that it can only happen in shops? Are we free to pierce ourselves? Is there a permit? is there something to say i can NOT legally pierce myself or another person with consent?

You can pierce yourself but at the risk of being infected. You can have your friends pierce you at the same risk, but not for pay or anything. It's against the law to start a business or give the impression of being a licensed professional and piercing people yourself.
