What are some of the underlying power/special interest groups which are benefiting from our current?

Current policies support organized crime groups in several countries. Prohibition gave rise to organized crime in the USA and it is still going strong. Mexican drug dealers have been found with ROOMFULS of cash, US dollars. One bandito was spending $2,500 a month on rubber bands to bind all the money. And this all happens because of US drug laws.
