It might not seem that interesting to them, how about you give and not make it into a game, these people are desperate, not playthings.
If you are self-conscious or embarrassed just ask them politely if they dropped this (then produce the money already in your hand), 9/10 they will take it and thank you and no-one has to feel weird about it.
I don't want them to do back flips and give them food as dogs. What I want is to make them smile and feel better. I think that even if it doesn't look like that if they are people who are worth it, they loose a little bit of their self confidence with every dropped penny so if someone come up with a good idea I would try and see... Thank you for your time !
