Water vapour at low temp is known as?

I am not sure what you mean. Water vapor is called humidity at variable temperatures. If it turns into droplets that float in the air it is called fog, but the same droplets falling is called rain. But vapor is not droplets. Vapor is the gas form of water, and droplets are liquid.
