Well, both movies share the same director, Dean Deblois, so it is actually very possible that Toothless was based off Stitch.

Also, this is just coming off my head, so I don't know if it's 100% true, but I believe Chris Sanders was a "co-dircector" along with Dean for Lilo and Stitch. However, I don't know if Chris Sanders has any part in How to Train Your Dragon.
