As a woman who is almost 30 and still regrets her first time, if your going to have sex, it should be with someone who loves you. Im not saying you should only have sex with someone you want to marry but its a very serious thing, as Im sure you know in your heart-although society likes to make sex seem like it isn't a big deal, as if its a sports game. If you think you love him but your not sure, don't have sex, especially if he doesn't love you. Theres nothing wrong with waiting for the right time, even if its years from now and everyone thinks that theres something wrong with being a virgin in your mid 20s (in other countries its totally normal)
