Is there a way to be a werewolf and vampire at the same time without the DLC on xbox 360 And is there also a way to switch between the two constantly without the DLC

Unfortunately you cannot be both a vampire and werewolf at the same time on either of the console versions (you can on PC with specific mods), even with any of the DLCs.
Both do have pros and cons, as I'm sure you're aware, so I won't discuss them.
If you are a werewolf, you cannot become a vampire unless you:
- let Harkon turn you into a vampire in the Dawnguard
- get rid of your werewolfism (you can do this later in the Companions questline and then get infected with the vampire disease from fighting vampires.
And if you're a vampire, you can become a werewolf by doing the early Companions quests.
PLEASE NOTE!:
With the Dawnguard DLC, Lord Harkon/Serana can turn you back into a vampire lord whenever you want (and you can turn into one and change back whenever you want once you have the ability). HOWEVER, once you get rid of werewolfism for the first time, Aela the Huntress will only turn you back into a werewolf ONCE MORE (with/without DLC). After that you cannot again without PC mods (and werewolves can only turn into the beast form once every day except if you have the ring of Hircine which lets you change twice, and it's timed either way).
