China had a law asking parents to only have 2 children maximum. I think they have loosened that law.

the U.S. was controversial in the 50s for birth control. And still continues to be.

Tough question. There are endless examples of countries trying to control people with no objective at all or for objectives that were just stupid, but very few attempts to maintain any particular level of population.

"Sustainable" doesn't have any clear meaning. People just act cool and pretend they know what it means.
