Travel - If I'm a citizen in Country A and a resident in Country B, where do I apply for a visa to?

I'm quite confused as to which embassy handles which as I plan to get a tourist's visa.

probably either would work but check with the citizenship country first and then later if that doesnt work maybe the residential country. Local laws may determine which you go to.
