I'm a travel agent and our agency is newer... We have a small group (15-20) that wants to go to Havana, Cuba on an incentive trip but the more I research the more I'm starting to think that you have to go through a DMC or a travel agent registered in Cuba to be able to book certain hotels, tours, etc. Why is that the case? Are there some seller of travel laws I'm missing? Can the company book direct or do they have to book through a Cuban travel agency?
